I don't think you need to pay voice actors. There's probably a bunch who'll do it for free out of the love of it.

Most of what we do is voice acting anyway. If your interested let us know what you think. I mean we're not the best in the world but we are trying. We want to be voice actors. So let us know if think we're good enough.
I have a horrible southern accent but I'm always willing to do free voice acting for folks making things on newgrounds.
